What is an agent-hour?

Wall-clock time a sandbox is running. Free signup credits and Starter monthly credits both burn the same way. At zero, create/resume returns 402 until you subscribe (or the next billing cycle on Starter).

Do unused hours roll over?

Free signup credits are one-time. Starter monthly credits refresh each billing cycle while the subscription is active. Cancel anytime — you keep any remaining balance and return to Free soft quotas (no second signup grant).
